Gen. Ray Odierno, the Army chief of staff, wrote a disturbing message Thursday.

“Today ... the Army is failing in its efforts to combat sexual assault and sexual harassment,” he said.

Obviously.

Remember, a Pentagon report last week estimated that as many as 26,000 military members may have been sexually assaulted in 2012, based on survey results. President Obama has been right to react with anger over those frightening numbers.

Army life is tough enough as it is. The military culture is rough and overtly macho. Yet, an all-volunteer military stretched thin by two protracted wars can’t use strain as an excuse for what seems to be rampant sexual harassment in the Army.

Americans volunteer to wear this nation’s uniform. They shouldn’t have to consider the possibility of sexual harassment as part of the deal.
